Colton
Hall is the building where California's first constitution was
written and adopted in 1849. The hall was built by Walter Colton
the first American Alcalde around 1847. Colton Hall now serves
as Monterey's City Hall. The old jail built in 1854 is located
right next to Colton Hall is mentioned in John Steinbeck's Book
Tortilla Flat. Colton Hall is Located on Pacific Street between
Madison and Pacific Street.
